Version 1.9.0 of the Java Artefacts

The Data Standards Body are proud to publish Version 1.9.0 of the Java Artefacts. This was a minor update to align the toolset with the latest Consumer Data Standards release.

CPRC Report on vulnerability

The third report from the Consumer Policy Research Centre (CPRC) highlights the potential for CDR to support those experiencing vulnerability, and establishes a comprehensive knowledge base for CDR stakeholders to consider this topic. A range of insights and opportunities are detailed in the report, including:

  1. A framework for understanding vulnerability
  2. An approach and toolbox for tackling consumer vulnerability
  3. Use cases detailing how CDR can support those experiencing vulnerability

The content and recommendations from this report will help inform future standards and guideline development.

Changes to the Consumer Data Right Implementation Call

Over the coming weeks the CDR Implementation Call will be repurposed to support the Design Paper consultations underway. These will provide opportunities for the CDR Community to listen to the Treasury Rules team walk through their proposed changes and the Data Standards Body with supporting Standards.

The plan for the next three CDR Implementation Calls are:

  • 13th of May 2021: an ‘opt-out’ data sharing model for joint accounts in the banking and energy sectors
    • The CDR Implementation Call will be extended to 5pm AEST
    • A workshop style format will be adopted (agenda to be announced)
    • Normal agenda to be dropped in favour of focusing on the Design Paper
  • 20th of May 2021: facility for a follow-up session on either Design Paper, adopting a similar format as the 13th of May:
    • If required the CDR Implementation Call will be extended to 5pm AEST
    • If required a workshop style format will be adopted (agenda to be announced)
    • If required a focus on questions or feedback
    • If required the normal agenda to be dropped in favour of focusing on the Design Paper

Design Papers

Treasury is considering how the Consumer Data Right rules can be expanded to enhance consumer experience, allow for the entry of a greater number and type of businesses, and facilitate a broader range of business models for participants.

We have published papers on the peer-to-peer model for the energy sector and an opt-out data-sharing model for joint accounts in the banking and energy sectors found here. Treasury will consult on these papers on an informal basis – we welcome feedback and engagement on these papers through GitHub (links below) or by emailing data@treasury.gov.au. Feedback received via email can also be uploaded to GitHub on behalf of stakeholders if they so choose. Respondents who would like to provide feedback on a confidential basis should ensure that this is clearly indicated. We will also provide opportunities for discussion and feedback through various CDR forums and engagement mechanisms.

What is a design paper?

A design paper is a new consultation approach being trialled that intends to provide an opportunity for simultaneous consultation on the rules, policy, standards and guidelines for a change to the Consumer Data Right. In the past we have worked together to solve implementation questions and challenges by first defining Rules and Standards and then requesting comment. A design paper lets participants comment on the implications of proposed Rules and Standards, before they are defined. Where applicable, a design paper will also include consumer experience mock-ups to demonstrate the implementation and how that may affect existing participant's systems.

Release plan

A number of changes for the Consumer Data Standards are approved or close to approval. The following release plan provides an upcoming view of the changes to be released:

  • Version 1.10.0
    • Scope: Enhanced Error Handling pending final community feedback and Data Standards Chair approval
    • ETA: Targeting early May.
  • Version 1.10.0+
    •  Priority changes for release will include: Enhanced NPP service overlay support and any changes to address the v2 rules changes.
      • ETA: Targeting end of May / early June subject to consultation.

Maintenance Iteration 7
