Draft for Consumer Data Standards Version 1.10.0

Information about deferral of joint account and direct to consumer obligations

On 30 April 2021, Treasury announced that the current requirements for banks to implement the joint account requirements that would have applied from November 2021 will be deferred, with new compliance dates to be set following consultation on the joint account data sharing model.

Separately, compliance with data holders’ ‘direct to consumer’ obligations that would have applied from November 2021 will also be deferred, pending a future consultation process.

Treasury has responded to a number of queries about the recently announced deferral of the joint account and direct to consumer obligations and what it means for data holders in the banking sector. This information is available on the CDR Support Portal.

Design Paper Feedback

A reminder the Design Papers will close for consultation on the 26th of May 2021. The Data Standards Body encourage the CDR Community to take this opportunity to provide feedback and ask questions on the two published Design Papers.

A design paper will elicit feedback to be consumed by multiple teams. Feedback on the standards can be provided here and the DSB will respond directly as per usual. Rules and policy feedback can also be provided here and the DSB will seek to clarify this feedback and then provide it to the appropriate team for consideration.

What is a design paper?

design paper is a new consultation approach being trialled that intends to provide an opportunity for simultaneous consultation on the rules, policy, standards and guidelines for a change to the Consumer Data Right. In the past we have worked together to solve implementation questions and challenges by first defining Rules and Standards and then requesting comment. A design paper lets participants comment on the implications of proposed Rules and Standards, before they are defined. Where applicable, a design paper will also include consumer experience mock-ups to demonstrate the implementation and how that may affect existing participant's systems.

Release plan

A number of changes for the Consumer Data Standards are approved or close to approval. The following release plan provides an upcoming view of the changes to be released:

  • Version 1.10.0
    • Scope: Enhanced Error Handling pending final community feedback and Data Standards Chair approval
    • ETA: Targeting May.
  • Version 1.10.0+
    •  Priority changes for release will include: Enhanced NPP service overlay support and any changes to address the v2 rules changes.
    • ETA: Targeting end of May / early June subject to consultation.

Maintenance Iteration 7
