Decision Proposal 141

As outlined in the CDR Implementation Call this week, Decision Proposal 141 defines a proposed release process to give greater transparency on the changes to the Standards as they are staged.

This repository is used to stage changes that are pending formal approval by the Data Standards Chair so that the CDR community can verify the changes being authored. Once a release is approved it will be pushed to the main standards repository.

The new repository is now Public and can be viewed here: https://github.com/ConsumerDataStandardsAustralia/standards-staging

The next Maintenance Iteration will commence in early 2021 with the plan to start in the first week of February '21.
