Joint Accounts and CDR Logo Consultation | Phase 3 Report: Rounds 1 and 2

Dear Consumer Data Right participants and other interested parties,

Since the v1.2.0 release in January 2020, the Consumer Experience (CX) Workstream has completed two rounds of consumer research on key Phase 3 issues while continuing to consult on standards and guidelines with the community and the ACCC.

This update includes two Consultation Drafts: one on joint account election and authorisation; and another on CDR logo use by ADRs and DHs.

A CX report covering the first two rounds of Phase 3 consumer research is also available. These first two rounds focused on energy, joint accounts, and the right to delete, and contain useful findings on trustworthiness, propensity to share, and comprehension when it comes to CDR data sharing experiences.

Joint Accounts Consultation

The ACCC is considering whether to amend the rules to accommodate joint account elections being offered in the authorisation flow. This would be optional and not affect current implementation in accordance with the existing rules. The ACCC is mindful that the November timeframe for joint accounts is fast approaching and any implementation decision should not create additional requirements that would impact build timelines.

This decision proposal articulates two options for joint account election and authorisation to be considered for Phase 3 implementation but also an ‘ideal state’ to work towards in the near future.

This decision proposal has been written to obtain community feedback on these options, and any other options that are raised for consideration, prior to a recommendation for a final proposal being made to the Data Standards Chair.

In particular, the Data Standards Body (DSB) would like to receive:

  1. Views on joint account election and authorisation from the community, but especially data holders required to implement joint accounts in 2020 and 2021
  2. Feedback on the specific options presented in this paper, along with any other options raised for consideration
  3. Time estimates for successful implementation of the options in this paper, and any other options raised for consideration

Feedback for this paper is planned to close on 9th April 2020.

CDR Logo Consultation

The Australian Competition and Consumer Commission (ACCC) is looking to prioritise the use of the CDR logo for 2020 CDR implementations.

Possible considerations include:

  • The use of the CDR logo by accredited persons/accredited data recipients (ADRs) in connection with requests for consent to collect and use CDR data.
  • The use of the CDR logo by data holders (DHs) in connection with requests to authorise the disclosure of CDR data.
  • Licence terms to accompany the use of the CDR logo.

The ACCC is considering how the standards might require the use of the CDR logo.

Version 1.2.0 of the Consumer Experience (CX) Guidelines contain non-mandatory guidelines on CDR logo use as follows:

  • ADR guidelines on p.37-39 stating ADRs ‘SHOULD use CDR branding provided by the ACCC to facilitate consistency, familiarity, and trust in the CDR ecosystem.’
  • A DH guideline on p.78 stating DHs ‘SHOULD show the ACCC provided CDR branding…’ in the context of the authorisation flow.

This consultation is being conducted to obtain feedback on:

  1. The changing of existing items on CDR Logos from CX Guidelines (a SHOULD) to CX Standards (a MUST);
  2. Where else in the Consent Model and CDR ecosystem the CDR logo could be applied;
  3. Whether such inclusions should be classed as guidelines or standards;
  4. The time required for successful implementation of the options in this paper, and any other options raised for consideration.

Phase 3 Report: Rounds 1 and 2

A Phase 3 of design and research activities has now commenced with a forward plan until June this year. A CX report on the first two rounds of this research can be found in our Knowledge Centre.

The CX Workstream will research and iterate on a number of key issues in Phase 3, including:

  • Energy standards and guidelines
  • Joint accounts
  • Re-authorisation
  • Fine-grained control
  • De-identification and deletion
  • An ADR becoming a DH (CDR Rules: Schedule 3, Part 7, 7.2)
  • Simplification of consent

In 2020, the CX Workstream will continue to run workshops, conduct research, and publish outputs and proposals to facilitate collaboration, consumer-centricity, and industry alignment.
